Small-scale property investors exit rental market as institutional ownership grows

UK rental market sees accelerating shift away from small-scale landlords

The UK's private rental sector is experiencing a notable structural transformation, with smaller property owners steadily losing ground to operators managing larger portfolios, according to fresh data from The Deposit Protection Service.

The organization's latest Private Rented Sector Review, drawing on responses from over 1,000 landlords, reveals that the proportion of property owners holding just one or two units dropped significantly from 57% to 50% during the twelve-month period ending October 2025.

This contraction among micro-landlords coincided with expansion elsewhere in the market. Operators managing three to five properties saw their share climb from 27% to 31%, while those controlling 11 or more units increased their presence from 5% to 8%. The mid-tier segment—landlords with six to 10 properties—held steady at 11%.

The survey findings also illuminate the diverse financial profiles within the landlord community. Slightly more than one-third of respondents (36%) identified rental income as their principal revenue stream.

Conversely, a clear majority (56%) indicated that property lettings represent a supplementary rather than primary income source.

Corporate structures remain relatively uncommon in the sector, with only 5% of surveyed landlords operating through limited company vehicles.

Traditional ownership models persist, with approximately 28% of respondents maintaining their rental operations as individual proprietors or sole traders.

Matt Trevett, managing director at The DPS, characterized the trends as evidence of fundamental market evolution: "Collectively, these data points illustrate a progressive reconfiguration of the landlord ecosystem.
